Submit Testimony

Here you can submit testimony, flag a community under pressure, share documents, or reach us with information that deserves to be part of the public record. If your community is being affected by a major project, your testimony can help others understand what is happening in real time.

If something is happening in your area and you do not know whether it belongs in the archive, send it anyway. We would rather review it than miss it.

Submissions are reviewed via fact-checking and ensuring that submissions are aligned with the project’s mission.

Additional information about submissions

    • Public comment or formal testimony

    • Statements you attempted to give but were limited or unable to share

    • Notes or summaries from a public meeting

    • Letters or emails sent to officials

    • Written concerns connected to a specific project or place

    • Supporting documents that help explain local impacts

    • Public record request submissions and responses

    • You do not need a perfect or formal statement to contribute.

    • Formal testimony is welcome, but the public record is so much more than what is said within government walls.

    • If it helps document the public side of the story, it belongs here.

    • Submit whatever information you wish to make a part of the public record, in whatever format works best for you.

  • A strong submission does not need to be long. It just needs enough context for someone else to understand where it came from, what it refers to, and why it matters.

  • After submission, your testimony may be reviewed, lightly edited for clarity or formatting, organized by community, developer, entity, and project, and, finally, published as part of the public-facing archive. The goal is to make community response easier to find, compare, and share

  • If you need to submit something sensitive or need to give additional context, please contact us at ward@publicinquiryproject.org

    The archive is public-facing by design; please expect it to be published publicly. However, we will never share your email or last name publicly, unless you request us to or include it in your text content submission.

    If you wish to be anonymous, simply forgo entering your name in the submission fields.

    If you select that you wish to be sent future communications, WARD will use your email address for only those purposes.

How to Submit Testimony

  • What we are looking for

    • Select the location and development partners/entities connected to the project you are commenting on. You can choose more than one for each category. Your submission will be listed under each location and partners/entities that you select.

    • Submit public comments you have given at public events.

    • Submit public comments that you have been unable to present to your local policy makers, for whatever reason.

    • Submit experiences and what you have learned regarding a project.

    • Submit documentation, including impact studies, results from open records results, analysis of well testing, estimates of repair for damaged items, personal harm, and any other documents that show what you and/or the community is being put through.

  • We use submissions to create location and entity specific pages.

    Choose the location of the project you are submitting a comment for.

    If your location or entity is not an option, please enter identifying information in your submission content, so we can add the location and/or entity to our living record.

    WPPI - Not-for-profit joint action agency that serves as a wholesale supplier and service provider for 51 locally owned public power utilities across Wisconsin, Michigan, and Iowa. In Wisconsin, the local municipal utility customers of WPPI, rather than WPPI itself, are what is regulated by the PSC.

    The 51 municipalities under WPPI are not listed since they exist more under WPPI’s thumb, than as their own entity when making energy infrastructure power decisions.
